卫生部疾控局证实中国所获全球基金被冻结

5月28日，卫生部疾控局证实中国所获全球基金被冻结。昨天，记者获悉，中国全球基金将通过公开评估招标的方式，遴选出一个非政府组织的项目执行机构，负责中国全球基金艾滋病项目中社会组织所获得的约25%项目经费的总体执行和资金安全。
7月6日在京召开的艾滋病专项工作组会议上，全球基金代表团官员简要介绍了上次访华期间商定的要点，即将遴选和任命一个主要的非政府项目执行机构，来管理全球基金分配给社会组织的经费和活动安排。
知情人士介绍，目前，我国的全球基金款项中央层面是由中国疾控中心统一拨付到各省，由31个省市区疾控中心的项目执行机构来统一分配，其中既包括政府部门用于防治艾滋病的经费，也包括社会组织的防艾费用，这两种经费混在一起不便于管理。因此，遴选的这个专职负责社会组织的项目经费和活动安排的执行机构，有望于明年正式“升级”为与中国疾控中心平级的管理机构。

申请时间
自7月26日网上发布招标启事后3周内。全球基金国家协调委员会希望能在2012年6月底前完成第一阶段工作，即决定项目执行机构，为第二阶段的评估做好准备(预计2012年11月进行)。
申请资格
申请机构必须具有5年以上在艾滋病防治或其他公共卫生领域的工作经验。全球基金明确表示，不管有没有政府背景、私营或是草根组织都可以申请。一旦选定了执行机构，全球基金将对其进行能力评估。
资金来源
2011-2012年，中国全球基金艾滋病项目将年度总预算扣除采购经费后的25%用于支持社会组织和艾滋病病毒感染者组织。根据递交的项目计划和预算，预计执行机构将管理几百万美元的项目经费，具体经费额度待2011-2012年项目协议签署和经费到账最终确定。全球基金表示，在正常情况下，一旦中国不具备获取经费的资格，那么整个国家(包括社会组织)将都不再具备申请经费的资格。但全球基金目前正在讨论将资金有针对性地用于疫情集中地区的可能性，所以政策可能会发生变化。
工作职责
选定的执行机构将在中国全球基金艾滋病项目计划和经费分配的总体框架下，制定2011-2012年社会组织参与该项目的年度项目实施方案、项目和财务管理方案、能力建设方案及督导评估方案，并提交中央执行机构审批通过。同时，统筹管理2011-2012年艾滋病项目除去外采购经费后的25%项目经费的总体执行和资金安全。

草根组织申请难
非政府组织代表孟林建议，将待解决问题分类，整理出核心问题，解决后至少可以恢复部分拨款。社会组织咨询小组近期进行的调查表明，80%的社会组织都需要全球基金项目的支持，但同时也希望中国项目能有所改进。项目执行机构的选择标准、方法、章程等以往已经有经验，可以尽早着手解决的就尽早开始。
社会组织代表和中国全球基金艾滋病项目官员认为，在6-9个月的时间里要使项目执行机构具备足够的发展能力，并达到全球基金地方代理机构的标准，时间比较紧张。他们也认为这么短的时间会将所有的草根申请组织排除在外。

记者：调查中是否发现了使用上的问题？
王宇(中国疾控中心主任)：没有，使用上没有任何问题。两年来，我们在全球基金使用情况的检查和审议中几乎都获得了A的评分，而其他国家有的是C。
记者：怎么看待此次民间组织要求对自己获得那部分全球基金“自主监管”？
王宇：尊重全球基金的决定和安排。再强调一遍，我们的主要工作是用好全球基金，保证款项全部用到位，至于如何分配是卫生部门和全球基金协商的决定。
记者：有消息称，本月中旬，全球基金将派驻审计工作团队来到我国，这是否与此次冻结事件有关？
王宇：不是，审计组每年都会来我国，进行例行检查，只不过这次的规模可能会大些。
记者：此次事件后，我们在全球基金的使用上，是否会更加严格？
王宇：目前已经是最严格的状态了。今后，可能会针对滞后、挪用等问题上更加严格“把关”，但目前我们艾滋病全球基金的使用可以说是最规范的了。

今年5月，因对中国全球基金的使用和对防治艾滋病“社会组织”的定义及对该类组织给付的款项是否到位等问题存异，中国所获“全球基金”援助款项被冻结，冻结期限为三个月。
知情人士昨天表示，是解冻还是继续冻结，社会组织获得的资金比例是否能有所提高，都将在9月“有结果”。全球基金昨天表示，到目前为止只批准了挽救生命的活动经费，向社会组织拨付剩余30%经费的要求仍在审议中。
