第23个世界艾滋病日日益临近。昨天，云南省防治艾滋病局召开新闻通报会通报：经过全省各级各部门的不懈努力，全省艾滋病疫情快速上升的总体势头得到进一步遏制，但防治艾滋病形势依然严峻。从相关的研究分析结论显示：云南艾滋病疫情呈6大特点，最显著的特点是性途径传播已成为我省艾滋病传播的主要途径。
自1989年首次报告146例艾滋病病毒感染者以来，截至2010年10月底 ，全省累计报告艾滋病病毒感染者/病人82305例，其中病毒感染者62233例，病人20072例，死亡11609例。今年1—10月全省报告艾滋病病毒感染者/病人8670例，其中病毒感染者6892例，病人1778例，死亡2035例。
中央2.8亿防艾经费投入云南
云南省卫生厅副厅长、省防治艾滋病局局长徐和平介绍，年内中央财政转移支付经费下达2.8亿元，比去年增加1.3亿元；省级财政安排防艾专项资金5000万元，比去年增加2000万元。据不完全统计，全省各州（市）、县（市、区）两级财政共预算安排防艾资金3406.52万元，比去年增加114.8万元。
全省各级、各有关部门各司其职，开展了一系列有效工作预防艾滋病疫情。宣传教育方面，采取制作户外宣传广告牌、刷写宣传标语、图片展览、组织文艺演出等形式，有针对性、有重点的对农村居民、少数民族、流动人口、农民工及跨境人员开展防艾宣传和大众反歧视教育。
监测检测方面，目前全省建有1个艾滋病确证中心实验室、18个艾滋病确证实验室、214个艾滋病筛查实验室和1265个艾滋病检测点。今年1—10月全省共完成艾滋病病毒抗体检测222万人份，报告艾滋病病毒感染者/病人8670人。
行为干预方面，人口计生、卫生、公安等多部门合作，促进安全套的推广使用，共推广使用安全套1736万只，暗娼月均干预覆盖率为97.7%；吸毒人群干预月均覆盖率55.0%，60个门诊、8辆流动服药车和47个拓展服药点提供美沙酮维持治疗服务，男男性行为人群月平均干预3381人。
病例管理方面，2010年1—10月，除羁押场所外，全省新报告艾滋病病毒感染者/病人流调率97.9%，累计报告艾滋病病毒感染者/病人随访率、CD4检测率分别达80.7%、62.2%，符合抗病毒治疗的转介率达87.8%。
艾滋病临床治疗方面，全省累计抗病毒治疗人数18588人，在治15463人，其中累计治疗艾滋病感染儿童333人，在治317人；13个中医药治疗基地累计中医药治疗5602人，在治3803人。
母婴阻断方面，全省婚前艾滋病咨询检测36.91万人次，孕产妇艾滋病咨询检测57.92万人次，今年1—10月分娩的803例感染艾滋病产妇中，母婴阻断措施覆盖率为99.00%。
关怀救助方面，民政部门对1.2万户受艾滋病影响的家庭和4714名受艾滋病影响的儿童及未成年人进行了调查和登记造册，对艾滋孤儿和感染艾滋病儿童发放生活救助金，对感染艾滋病儿童发放营养补助费用504.216万元，学龄期受艾滋病影响儿童入学“两免一补”率达100%。
在农民工集中地开展防艾 “进工厂，进工地”
徐和平说，云南省从2008年开始就将每年的11月至12月列为“艾滋病防治宣传月”，今年省防艾委已下发了《关于做好2010年世界艾滋病日宣传工作的通知》，要求各级防艾委要深入防艾第一线，看望和鼓励艾滋病防治人员，关怀关爱艾滋病病毒感染者/病人、家庭和受艾滋病影响儿童；各州市要在农民工较为集中的工地、工厂开展预防艾滋病 “进工厂，进工地”。
云南艾滋病疫情6大特点
1 虽然全省大部分地区疫情基本稳定，但局部地区仍然较为严重，并由于感染者基数大，影响着全省疫情发展、艾滋病疫情形势依然严峻。
2 性途径传播已成为我省艾滋病传播的主要途径，今年1—10月报告的艾滋病病毒感染者中，经性途径传播感染率达71.7%，较去年同期增加6.7%，其中男男性行为人群艾滋病感染者上升较快，从2005年的4%上升到2010年的10%。目前感染者配偶感染率已达19.2%，婚内配偶间传播情况不容忽视。
3 艾滋病流行因素广泛存在，而且各地因地理、经济文化背景不同导致流行特点差异大，情况复杂，疫情发展不平衡。
4 尽管免费抗病毒治疗和母婴阻断措施有效降低了在治感染者和病人的病死率和母婴传播率，但由于发病人数的持续增加，感染控制的需求不断加大，临床治疗和母婴阻断工作还面临着巨大的压力和挑战。
5 部分地区和部门领导对防艾工作的长期性和艰巨性认识不足，产生麻痹松懈或畏难情绪，防治艾滋病队伍数量不足，县乡村三级基层人员能力建设严重不足。
6 防治措施和服务覆盖面不广，医防合作工作机制尚不够完善、不够规范等。
