全球“抗艾”资金吃紧 艾滋病治疗方案“瘦身”

据新华社讯 来自第18届世界艾滋病大会的消息，在全球经济不景气的背景下，全球艾滋病防治资金吃紧。尽管如此，全球防治艾滋病的努力并没有减弱，比如获得治疗的艾滋病病毒感染者人数仍在增加，艾滋病就医“门槛”降低。有关机构就当前的形势对艾滋病治疗方案进行了“瘦身”，以使抗击艾滋病的斗争继续获得进展。
资金缺口令人担忧
联合国艾滋病规划署在一份报告中说，去年全球防治艾滋病共需236亿美元，但仍有77亿美元资金缺口。美国一些艾滋病基金会预测，今年全球防治艾滋病共需250亿美元，而资金缺口为113亿美元。
2008年金融危机爆发后，许多国家迫于财政压力不得不削减开支。人们担心，一些国家会借此削减在艾滋病防治领域的投入，尤其是发达国家削减对发展中国家的援助，从而影响全球抗击艾滋病的进程。联合国秘书长潘基文在大会上表示，世界各国在防治艾滋病方面取得了显著进展，但一些国家削减艾滋病防治经费的做法让人担忧。
艾滋病治疗方案“瘦身”
全球经济不景气，加上治疗费用越来越高，许多国家已难以承担抗击艾滋病的各类费用，不少国际机构官员呼吁全球在抗击艾滋病工作中作出调整。正是在这一背景下，联合国艾滋病规划署出台了“2.0治疗方案”，并在本次大会上强烈呼吁各国采用这一方案。
“2.0治疗方案”是联合国艾滋病规划署提出的治疗并预防艾滋病的新的综合方法，该方案核心内容是降低费用，简化治疗过程，减轻卫生部门的负担。该机构执行主任西迪贝表示，“2.0治疗方案”最大限度地简化了治疗过程，节省了许多经费，却可使受益患者数量最大化。
艾滋病就医“门槛”降低
世界卫生组织（WHO）7月19日宣布，调整有关艾滋病防治的推荐意见，即当艾滋病病毒感染者体内CD4细胞下降到每立方毫米350个，就应接受治疗，而不用等到这一数字降为每立方毫米200个。这实际上是降低了艾滋病病毒感染者的就医"门槛"。
