2月11-12日，由中国南南卫生合作研究联盟主办的第二届中非卫生合作国际研讨会在北京举行。国家人口计生委副主任赵白鸽出席研讨会并在开幕式上讲话。
赵白鸽副主任在讲话中从人口视角阐述了中非卫生合作的重要性。她指出，全球70亿人口中，中国和非洲占了三分之一；每年新增加的8000万人口中，中国和非洲约占了40%；目前非洲的总和生育率超过4.45，超过1/4的计划生育需求未得到满足；撒哈拉以南非洲地区的避孕普及率仅为22%，为全世界最低，该地区也是全世界儿童死亡率最高的地区，约有1/7的儿童在5岁前死亡。以上几组数据充分说明了中国和非洲人口健康水平的持续改善对于实现联合国千年发展目标及整个人类发展都有着重要的意义。
赵白鸽副主任强调了人口、计划生育与卫生之间存在的密切内在关系。她说，计划生育和生殖健康服务在消除贫困、促进经济社会发展，提高孕产妇保健、减少艾滋病传播中起着重要作用。她还介绍了国家人口计生委近年来在将人口、计划生育与生殖健康服务、艾滋病预防相结合方面开展中非合作的经验与做法。
赵白鸽副主任在讲话中说，能力建设是南南合作的核心议题，也是发展的基础和优先议题。能力建设包含了在战略、管理和技术等各个层面的人力资源建设和技术支持。她建议说，中非卫生合作需要一批在实践中培养的、兼具本土知识和全球思维的新生代专业力量，并在此基础上建立完善的组织体系和管理制度。
全国人大常委会副委员长韩启德出席会议开幕式，并宣布中国南南卫生合作研究联盟正式成立。世界卫生组织总干事陈冯富珍博士给会议发来了视频致辞。出席会议开幕式并讲话的还有卫生部部长陈竺、外交部副部长翟隽。来自中国相关部委和非洲国家政府负责卫生事务的高级官员，以及联合国机构、国际组织、非政府组织、学术机构和企业的代表，共一百多人出席了会议。为期两天的会议围绕“中非卫生合作的机遇与挑战、联合国千年发展目标、南南合作中的政企伙伴关系，以及多边卫生合作的途径与对策”等专题进行了热烈而富有成果的研讨。

Zhao, deputy director, said in his speech, capacity building is the core issue of South-South cooperation is the basis for development and priority issues. She suggested that the China-Africa cooperation requires a number of health training in practice, both local knowledge and expertise the new generation of global thinking, and on this basis, establish a sound organizational system and management system.
Han Qide, vice chairman of NPC Standing Committee attended the opening ceremony, and announced that China's cooperation in South-South Health Research Alliance was formally established. World Health Organization, Dr Margaret Chan Director-General, sent a video to address the meeting.
