广西河池市有一支“永久牌”的防艾“娘子军”

新华网南宁２月１７日电（记者王军伟）针对目前艾滋病传播呈加速状况并向农村蔓延的趋势，广西河池市建立了１６００多个农村“妇女防艾自治小组”，被誉为一支“永久牌”的防艾“娘子军”。
记者近日在河池市都安县地苏乡上江村塘广屯看到，不少村民的家中或者屋外的墙上都挂着《都安县居民防止艾滋病公约》，公约旁边悬挂的塑料篮里放着艾滋病防治资料。
“我们屯有很多男劳动力在外打工，我经常给屯里的妇女讲艾滋病的危害，告诫她们要告诉各自的老公，外出打工时要守本分，不要乱来。我过去对艾滋病根本不了解，更不用说向邻里宣传防艾的知识，加入防艾中心户以后才开始了解艾滋病。”防艾中心户韦利云说。
河池属于贫困地区，人口众多，每年外出务工人员超过６０万，一些艾滋病病毒携带者带病返乡，将艾滋病毒传给配偶，从而加剧了艾滋病在农村的扩散。在这种背景下，大量农村留守妇女往往成为被艾滋病侵害的最大受害群体。
河池市妇联主席罗荣莉说，农村中大量的中青年妇女在家乡照顾老人、抚养小孩，承担着繁重的家务和农活，成为发展农村经济的一支举足轻重的力量。如何组织引导这支庞大的妇女队伍积极参与到防艾工作中来，是当前摆在各级妇联面前的一项紧迫任务。
为此，河池市妇联依托农村“妇女之家”阵地，结合妇联四级网络优势，在市、县、乡（镇）、村分别建立了妇女防艾组织机构。特别是在村一级，要求各村妇委会以“妇女之家”为单位，建立“妇女防艾自治小组”，由各村妇女自行选举具有一定号召力、责任心强的妇女骨干担任小组长。小组长召集本村妇女集体讨论制订并通过《防艾村民自治章程》和《防艾村民自治公约》，按户签订防艾管理协议、防艾保证书；村妇代会议决定本村妇女防艾重大事项，行使管理防艾事务的权力，承担防艾工作责任，履行防艾义务，维护自身的合法权益。
记者了解到，在塘广屯像韦利云这样的防艾中心户有十几个，中心户通过对亲戚朋友及邻居的影响力，构成一个防艾网络。她们的老公或儿子在外打工回来了，要首先去做一个身体检查，严防艾滋病传播。
