广西河池市有一支“永久牌”的防艾“娘子军”

新华网南宁2月17日电(记者王军伟)针对目前艾滋病传播呈加速状况并向农村蔓延的趋势,广西河池市建立了1600多个农村“妇女防艾自治小组”,被誉为一支“永久牌”的防艾“娘子军”。
记者近日在河池市都安县地苏乡上江村塘广屯看到,不少村民的家中或者屋外的墙上都挂着《都安县居民防止艾滋病公约》,公约旁边悬挂的塑料篮里放着艾滋病防治资料。
“我们屯有很多男劳动力在外打工,我经常给屯里的妇女讲艾滋病的危害,告诫她们要告诉各自的老公,外出打工时要守本分,不要乱来。我过去对艾滋病根本不了解,更不用说向邻里宣传防艾的知识,加入防艾中心户以后才开始了解艾滋病。”防艾中心户韦利云说。
河池属于贫困地区,人口众多,每年外出务工人员超过60万,一些艾滋病病毒携带者带病返乡,将艾滋病毒传给配偶,从而加剧了艾滋病在农村的扩散。在这种背景下,大量农村留守妇女往往成为被艾滋病侵害的最大受害群体。
河池市妇联主席罗荣莉说,农村中大量的中青年妇女在家乡照顾老人、抚养小孩,承担着繁重的家务和农活,成为发展农村经济的一支举足轻重的力量。如何组织引导这支庞大的妇女队伍积极参与到防艾工作中来,是当前摆在各级妇联面前的一项紧迫任务。
为此,河池市妇联依托农村“妇女之家”阵地,结合妇联四级网络优势,在市、县、乡(镇)、村分别建立了妇女防艾组织机构。特别是在村一级,要求各村妇委会以“妇女之家”为单位,建立“妇女防艾自治小组”,由各村妇女自行选举具有一定号召力、责任心强的妇女骨干担任小组长。小组长召集本村妇女集体讨论制订并通过《防艾村民自治章程》和《防艾村民自治公约》,按户签订防艾管理协议、防艾保证书;村妇代会议决定本村妇女防艾重大事项,行使管理防艾事务的权力,承担防艾工作责任,履行防艾义务,维护自身的合法权益。
记者了解到,在塘广屯像韦利云这样的防艾中心户有十几个,中心户通过对亲戚朋友及邻居的影响力,构成一个防艾网络。她们的老公或儿子在外打工回来了,要首先去做一个身体检查,严防艾滋病传播。
